The State of Rhode Island is starting to use a new Grants Management System (GMS) called eCivis. Updates on RIDOH’s transition to eCivis will be posted on this web page.

GMS is currently offering monthly trainings throughout fall 2022. Register for monthly virtual training sessions. These are the only training dates being offered to subrecipients/applicants; however, recorded trainings sessions will be posted in the Training Library.

Current grantees or recipients of sub-awards do not need to do anything different for existing awards. Most existing grants will continue to be managed with existing processes and will not be switched to eCivis. Any recipients of grants or sub-awards from any State agency will use the eCivis portal for initial applications and for reporting and administrative requirements.

Organizations will use the eCivis portal to:

  • Request payments;
  • Track budgets;
  • Submit progress reports;
  • Initiate closeout; and
  • Submit applications for available grants.

As other State agencies implement eCivis, additional opportunities will be posted here. Potential applicants are reminded to review the eligibility criteria before applying. Vendor Registration

Any grantee will be required to complete an Annual Organization Registration in eCivis. Only one annual registration per organization is required, regardless of the number of grants it receives from State agencies. Large organizations with multiple divisions or departments should only submit one annual registration.  Review the Frequently Asked Questions before you begin a registration.

Recent Funding Opportunities

The Rhode Island Department of Health's Diabetes and Cardiovascular Health Program (RIDCH) invites applications from eligible organizations and agencies to apply for funding through a Short-Term Project to implement a virtual or in-person Healthy Heart Ambassador Blood Pressure Self-Monitoring Program (HHA BPSM). The HHA BPSM program funding period will begin approximately February 1, 2025 through June 15, 2025. RIDCH will award up to four (4) organizations up to $4,999 each. Eligible applicants must have an existing infrastructure with the capacity to support implementation of a health promotion program and affiliated with, or a part of, a not-for-profit, community-based agency, coalition, and/or grassroots organization that has a Federal Employer Identification Number (FEIN) or a Federal Tax Identification Number. All eligible applicants MUST be registered in Ocean State Procures (OSP) with an up-to-date W-9. The Rhode Island Department of Health's (RIDOH) Healthy Easting and Active Living Program (HEAL) and Alzheimer's Disease and Related Disorders Program (ADRD) invites applications for applications from eligible organizations and agencies to apply for a Short-Term Funding Opportunity to implement a Rhode Island Streets Transformation Project (RISTP) Short-Term Project that showcases the benefits of community design to promote physical activity and active transportation for Rhode Islanders of all ages. The HEAL and ADRD Programs will award up to nine (9) organizations up to $4,950 each. Eligible applicants must have an existing infrastructure with the capacity to support implementation of a demonstration project affiliated with, or a part of, a not-for-profit, community-based agency, coalition, and/or grassroots organization that has a Federal Employer Identification Number (FEIN) or a Federal Tax Identification Number. The Rhode Island Family Visiting Program (RIFVP) invites applications for certification from qualified providers in the eleven (11) identified high-need communities of Central Falls, Cranston, Lincoln, Newport, North Providence, Pawtucket, Providence, Warwick, Washington County, West Warwick, Woonsocket and surrounding communities to implement Evidence-Based Home Visiting (EBHV). An applicant may apply to provide services to one or more areas. Applicants may have a location in one of these communities and/or may have experience serving families in one or more of these communities. Applications should be emailed to Sara Remington, sara.remington@health.ri.gov by with the "Application to provide evidence-based family visiting services / certification to bill Medicaid" indicated in the subject line of the email.

The organization(s) must be located or serving in Providence and have demonstrated proven engagement with communities affected by menthol-related health disparities (e.g., African-Immigrants and/or African Americans). Organizations must serve the special populations that reside or work in the Providence Metro area, and must have 501c3 status (e.g., nonprofit, faith-based, public libraries, youth development organizations, etc.). The organization(s) must aim to reduce access to menthol and other flavored tobacco/nicotine products in communities. Preference will be given to applications that document a capacity to implement tobacco/nicotine-free policies and educate on the harms of tobacco/nicotine use and tobacco industry practices through policy, environmental, system change strategies, data collection, improved enforcement, and public education. All eligible applicants MUST be registered in Ocean State Procures (OSP) with an up-to-date W-9.
